While you were making New Year's resolutions to, say, cut back from six Red Bulls a day to three, those zany lawmakers in California were drawing up new laws that are deeply significant because, of course, they affect our lovely celebrities. Did you know (ahem, Britney) that it's now illegal to smoke and drive while minors are in the car? Lighting up in the Golden State could cost you $100 a pop, even if you're parked.

The pols also decided that the minimum wage in California should be raised to $8, which will mean that all those convenience store clerks who sell Brit Brit her Pringles and gum will have a little extra somethin' to smile about in 2008. Of course, there were also boring bills that went into effect yesterday, like crunchy rebates for homeowners who install environmentally friendly solar water heaters, which is just so California isn't it? But perhaps the oddest new law on the books is that it's now legal for HIV-positive men to donate sperm, "in recognition of new technology that can safely cleanse sperm of the virus."

Oh, okay, that makes us feel much better about it.
