Terry Probyn Opens Up On '18 Hellish Years' Daughter Jaycee Dugard Was Missing

It's every parent's worst nightmare, and Tuesday, Jaycee Dugard's mother Terry Probyn recalled her misery in front of a group of 300 people, calling the 18 years her daughter was missing "hellish."
Probyn opened up about the awful time as part of an event for Sonoma County Crime Victims’ Rights Week, held at the Family Justice Center in Santa Rosa, Calif.

Jaycee was famously abducted at the age of 11 in 1991 from a bus stop in South Lake Tahoe, Calif. by convicted rapist Phillip Garrido and his wife Nancy. She was held in captivity in a backyard prison for 18 years, raped repeatedly, and gave birth to two daughters, Starlite and Angel, in that time.
Probyn said police grimly told her that if they couldn't find Jaycee within 72 hours, chances were "slim-to-none" they would.

Jaycee Lee Dugard has filed a notice of a claim with the state Victim Compensation and Government Claims Board, which could be the first step toward suing the state of California for lapses that contributed to her kidnapping and 18-year imprisonment by a convicted sex offender and his wife.

In another development related to Jaycee’s case a judge allowed Phillip Garrido and his wife Nancy to have two five-minute phone calls between now and April 15. In the Friday court action Judge Douglas Phimister also declined to turn over Jaycee’s phone number or address to the defense – but delayed a final ruling on that request.
Two new lawyers were appointed for Jaycee’s daughters to give them a say in whether they are contacted by the Garridos’ attorneys. The judge said he expects the girls to be witnesses in the case.

Before today’s court action Jaycee filed her notice of a claim against the state, and was joined in that action by her two daughters and her mother. They cited “various lapses by corrections department” that contributed to Jaycee’s continued captivity, ongoing sexual assault and “mental and/or physical abuse.” They noted parole agents who checked in on the convicted kidnapper and rapist Phillip Garrido failed to realize she was imprisoned and that the time that she was held captive by Garrido was lengthened.

The claims said that Jaycee and her family suffered “psychological, physical and emotional injury,” after being raped and tortured by Garrido for more than ten years. Jaycee gave birth to two daughters fathered by Garrido during her imprisonment. The lawsuit seeks more than $25,000 and this type of claim is a necessary procedural step before suing the state. She has not indicated if she will file a lawsuit against the state.

So it's no surprise that Allred has surfaced in the Jaycee Lee Dugard case.
Allred is repping Jaycee's biological dad, Ken Slayton.

Allred tells RadarOnline.com, "I can confirm that I'm representing Ken Slayton. I have no further comment."

It is unclear exactly why Ken Slayton hired a lawyer to represent him. When asked by RadarOnline.com if Slayton has been offered movie and book deals Allred said, "No comment."

Ken Slayton has not been involved in Jaycee Lee's life, she was raised by her step father, Carl Probyn, who witnessed Jaycee being snatched on that fateful day 18 years ago. Carl was even briefly treated as a suspect before being fully cleared.
Probyn and Jaycee's mom, Terry, have since divorced, blaming the pressures of losing a daughter to kidnap as a motivating factor. But Carl and his family have remained close to Terry, and Carl was even acting as an unofficial family spokesperson when Jaycee reappeared into their lives.
Jaycee, her two children, Starlit and Angel, and her mom remain at a safe house in an undisclosed location. As of yet Jaycee nor her mother have spoken with the press.

The daughters of Jaycee Lee Dugard, Angel, 11, and Starlit, 15, are undoubtedly going through a tough time since they were thrust into the spotlight less than a week ago. Compounding their troubles is the added confusion of being told that Jaycee, the person they thought was their big sister, is actually their mom.
In an interview with PEOPLE Jaycee's stepfather, Carl Probyn says of the two girls, "They thought Jaycee was their sister. People have to realize this will take years of therapy."

But it's not all bad news, according to Probyn, Dugard's reunion with her mother, Terry Probyn, has been "the happiest time of her life, and they are bonding."
Don't expect to see Jaycee and her two girls anytime soon though, according to Probyn the family members are in an undisclosed house that's being guarded by the FBI and they are turning down all offers of interviews and TV shows.
