Jaycee Dugard initially lied about her identity when authorities finally found and questioned her. According to a new 45-page government report, Jaycee even defended Phillip Garrido, the man who had abducted her 18 years earlier.

The report states that after Jaycee admitted to knowing Garrido’s past as a sex offender, she added "that Garrido was a changed man and a great person who was good with her kids." During that August 26 conversation with parole officers, Jaycee originally called herself Alyssa and maintained that the reason for her lack of communication with officers was due to her fear of an abusive husband she had left behind in Minnesota five years prior. She did say the two girls with her were her daughters but did not admit that Garrido was their father until several more rounds of interviews which resulted in his confession of kidnapping and raping Jaycee.

After Garrido’s confession: "Alyssa identified herself as Jaycee Dugard and confirmed that she had been kidnapped and raped by Garrido."
The report also chronicles the numerous failures of Garrido’s parole agents who, over a ten year period, ignored suspicious signs like utility wires running from Garrido’s house to the backyard compound he hid the girls in and ignored the presence of a twelve-year old girl during a home visit. There were other lapses in supervision such as not talking to neighbors or using GPS information.

David Shaw, the California Inspector General, has concluded his two month investigation into the State Department of Corrections Parole Division's supervision of Philip Garrido.
Garrido Was Given Commendation By The Government
In his findings he concludes that the department failed to monitor Garrido adequately over the years and that they missed numerous opportunities to discover Garrido's victims.

Shaw notes that the 1991 kidnapping of Jaycee Lee Dugard happened during the time Garrido was on parole and was supposedly being supervised, and that authorities failed to detect Garrido's "criminal conduct and his victims".

Shaw said that there were "systemic problems" in the current parole system and recommended tougher regulations to properly supervise parolees, including better training on how to conduct home searches and more contact with neighbors to detect inappropriate behavior by parolees.

Jaycee Dugard's kidnapper was given a commendation by the U.S. government for turning his life around, at the same time he was holding Jaycee hostage and raping her.

In an outrageous and almost unthinkable turn of events, Phillip Garrido received glowing praise from the U.S. Parole Commission in the form of a letter. "You are commended for having responded positively to supervision and for the personal accomplishments you have made," the award reads. It also calls him a "productive citizen." The letter officially ended his parole for a previous rape.
It's a sickening development that has only now become public, as Garrido and his wife have been charged with multiple felonies for abducting Jaycee and holding her as a prisoner for 18 years. Garrido is most likely the father of Jaycee's two children.

Garrido received the government award in 1999 while on parole for a 1976 rape. He kidnapped Jaycee in 1991. He had received a 50-year sentence for rape but served roughly one-fifth before being freed.

Recent photos showing a smiling and happy Jaycee Lee Dugard no doubt bring a sigh of relief to her friends and family.
But in reality, the 29-year-old mother of two is facing an uphill battle following 18 years of virtual captivity brought on by her captors, Phillip and Nancy Garrido.

RadarOnline.com spoke exclusively with Dr. Diana Kirschner Ph.D. and author of Love In 90 Days: The Essential Guide to Finding Your Own True Love. Kirschner said she believes Jaycee and her daughters will need therapy for the rest of their lives.
“They will all need a great deal of therapy,” Kirschner said. “In cases like this, a person has a lot of post-traumatic stress disorder symptoms. They can experience depression, flashbacks, they have various kinds of anxieties and a lot of difficulty functioning in the real world.”

Kirschner says this especially applies to Jaycee’s two daughters, who rarely left Phillip Garrido's backyard. —until now.
“They have a reputation now. People know about them. There’s a certain degree of shame and children can be very cruel. It’s a very delicate situation. And often with a case like this you get a severe depressed reaction or even a suicide attempt.”

Jaycee’s daughters, Angel, 15, and Starlit, 11, have never been to school or immersed themselves in society. Jaycee’s mom, Terry Probyn is keeping the girls isolated for now, something Kirschner thinks it a good idea.
“That’s very appropriate,” she says. “You can’t overwhelm them by sticking them right out into all of these new challenges. They need small doses of bringing them slowly into the normal, everyday activities. A lot of that life skill education will have to fall on the family. Just taking them hand by hand and teaching them about safety and how to be socially appropriate and integrating them in small steps to all of these social experiences.”
So what are the chances of a full recovery for Jaycee’s girls?

“It depends on how much stability there was within that insane situation,” Kirschner says. “The problem is going to be with socialization. I think they need to start by socializing with children of family friends, so that people they are meeting have been briefed on what to say so that their first interactions are safe from teasing and other cruel behavior. They should probably then move into a school with possibly a religious background that emphasizes good relationships among the children.”
Kirschner believes Jaycee will also need a heavy dose of therapy to help her come to terms with the years of sexual abuse.
“It may be difficult for her to have a lasting, loving relationship,” she said. “I’ve seen situations where when there’s a lot of abuse from a male figure, the woman can’t relate to men at all and they will take the gay route.”
But at the end of the day, Kirschner believes in the power of the human spirit.
“I think recovery is possible,” she says. “Miracles do happen.”

Jaycee Dugard and the daughters she bore with her accused kidnapper are adjusting to life well at an undisclosed location with Dugard's mother and aunt, a family spokesperson told Good Morning America Wednesday.
"She has such a deep appreciation for this new life she is embarking upon," Erika Price Shulte told GMA. "She did want to thank everyone and let everyone see how happy she is, and how much she's enjoying it, and how happy she is to be home.”

Shulte told GMA that Dugard, 29, passes time riding horses and cooking while her daughters Angel, 15, and Starlit, 11, are home schooling with help from tutors.
"They are bright, darling girls who are curious and interested in the world around them," Shulte told GMA of the children fathered by Dugard's accused kidnapper, convicted rapist Phillip Garrido.

Jaycee was allegedly snatched at age 11 by Garrido and his wife as she waited at a bus stop in South Lake Tahoe, California in 1991. The alleged sexual abuse by Garrido began almost immediately, and she subsequently gave birth to her daughters in the backyard prison. Garrido is in custody on suspicion of various kidnapping and sex charges. His wife, Nancy Garrido, 54, is also in custody on kidnapping charges.

Less than a year after Jaycee Lee Dugard was abducted, an anonymous caller from a pay phone at a nearby Oakley, California Chevron station reported to the Costa County Sheriff's Office that he saw a young blond girl staring at a missing poster of herself, authorities told The Chronicle Monday.
The caller, on April 22, 1992, reported seeing the girl board a yellow van, possible made by Dodge; police responded, but the van and caller were gone upon arrival.

Jaycee Dugard's stepfather Carl Probyn is overjoyed that his daughter is back after 18 years - and now he wants revenge against her kidnappers, RadarOnline.com has uncovered.
Probyn raised Jaycee and even though he's divorced from her mother they are still friendly and he is still very much part of the family unit.
