Jaycee Dugard initially lied about her identity when authorities finally found and questioned her. According to a new 45-page government report, Jaycee even defended Phillip Garrido, the man who had abducted her 18 years earlier.

The report states that after Jaycee admitted to knowing Garrido’s past as a sex offender, she added "that Garrido was a changed man and a great person who was good with her kids."  During that August 26 conversation with parole officers, Jaycee originally called herself Alyssa and maintained that the reason for her lack of communication with officers was due to her fear of an abusive husband she had left behind in Minnesota five years prior. She did say the two girls with her were her daughters but did not admit that Garrido was their father until several more rounds of interviews which resulted in his confession of kidnapping and raping Jaycee.

After Garrido’s confession: "Alyssa identified herself as Jaycee Dugard and confirmed that she had been kidnapped and raped by Garrido."

The report also chronicles the numerous failures of Garrido’s parole agents who, over a ten year period, ignored suspicious signs like utility wires running from Garrido’s house to the backyard compound he hid the girls in and ignored the presence of a twelve-year old girl during a home visit. There were other lapses in supervision such as not talking to neighbors or using GPS information.

Jaycee Dugard's kidnapper was given a commendation by the U.S. government for turning his life around, at the same time he was holding Jaycee hostage and raping her.

In an outrageous and almost unthinkable turn of events, Phillip Garrido received glowing praise from the U.S. Parole Commission in the form of a letter. "You are commended for having responded positively to supervision and for the personal accomplishments you have made," the award reads. It also calls him a "productive citizen." The letter officially ended his parole for a previous rape.

It's a sickening development that has only now become public, as Garrido and his wife have been charged with multiple felonies for abducting Jaycee and holding her as a prisoner for 18 years. Garrido is most likely the father of Jaycee's two children.

Garrido received the government award in 1999 while on parole for a 1976 rape. He kidnapped Jaycee in 1991.  He had received a 50-year sentence for rape but served roughly one-fifth before being freed.

Jaycee Dugard is the cover girl for the upcoming issue of People magazine, in which she discusses her new life.

"I'm so happy to be back with my family," Dugard, 29, now a surprisingly fresh-faced brunette, told the magazine.

Jaycee Dugard's stepfather Carl Probyn is overjoyed that his daughter is back after 18 years - and now he wants revenge against her kidnappers, RadarOnline.com has uncovered.

Probyn raised Jaycee and even though he's divorced from her mother they are still friendly and he is still very much part of the family unit.

And while he can't wait to be reunited with Jaycee, who is being held in a secret location by authorities, Probyn also is looking forward to revenge against Phillip Garrido, the man charged with kidnapping and imprisoning Jaycee.

In an emotional press conference held Wednesday in attorney Gloria Allred’s office in Los Angeles, the biological father of Jaycee Lee Dugard, Kenneth Slayton, broke down in tears as he revealed his desire to connect with the daughter he has never seen.

Reading a statement, Allred said, “Kenneth wants to assure Jaycee that he wants absolutely nothing from her and he simply wants to provide a positive male role model for her and her children.” Allred added that Slayton wants DNA testing done to determine his paternity.

Slayton, 63, was emotional as he recalled his brief fling with Jaycee’s mother, Terry Susan Dugard. The two dated for a month before Slayton claims Susan became pregnant. Slayton said he wasn’t sure the baby was his or whether Susan would even keep it. He says he lost contact with her shortly after that, and never saw Jaycee.
